Then you need to have something to teach them that is both intriguing and effective so they want to make it work.  Its a combination of getting off "autopilot" (even if only for a few hours a month) and wanting to learn new skills that helps the brain to rewire itself.  Northern Training Academy (NTA) will work with your internal teams to both aid succession for existing staff and to recruit young people in 'vacancies with definitive career pathways. All this can be funded from your apprenticeship levy or by securing government funding for non levy payers
